Frank Dubinsky, Chief Operating Officer, Monadnock Development
Frank Dubinsky oversees Monadnock’s development team and has personally developed many of Monadnock’s complex mixed-income and mixed-use projects across the city. The company has developed or renovated over 8,000 units of housing in New York City, with a total development cost of over $2.9 billion. Prior to joining Monadnock, Mr. Dubinsky worked for a large pension fund investment vehicle, focusing on affordable and market-rate housing across the country. He has a bachelor’s degree from Stanford University in Urban Studies with a Concentration in Architecture and Urban Design.

David Kramer, President, Hudson Companies, Inc.
David Kramer is President of the Hudson Companies, Inc., which he joined in 1995. Hudson has completed or is developing 15,000 residential apartments in 77 projects since 1986, ranging from market rate condominiums and rentals to institutional, affordable housing, and renovations. In 2011, Hudson was named Private Developer of the Year by the New York State Housing Conference. Prior to joining Hudson, Kramer developed affordable housing as Housing Director of the Venice Community Housing Corporation and as a project manager for the Skid Row Housing Trust. He was a founder and the first Executive Director of People for Parks. Kramer has a Bachelor Degree from Yale University and graduated from the Coro Foundation's Public Affairs Program. He lives in Brooklyn Heights with his wife, three children, and two poorly-trained dogs.

James Patchett, President and CEO, Gilbane Development Company
James Patchett is President and CEO of Gilbane Development Company, bringing over two decades of expertise in real estate, finance, and economic development. He leads the development and execution of the company’s strategic vision while overseeing all operations, including new development initiatives, acquisitions, financing, and project management. Appointed CEO in January 2025, he has held leadership roles in both the private and public sectors, including Partner at McKinsey & Company and President and CEO of the New York City Economic Development Corporation, where he managed a $10 billion real estate portfolio. He holds a BA in Economics from Amherst College and an MBA from Stanford Graduate School of Business.

James R. Wendling, Chief Operating Officer, WBP Development
James Wendling, a lifelong Westchester resident, began his career at WBP Development in 2007. He sources new multi-family deals, oversees ground-up developments from inception to completion, including planning, governmental approval, construction, marketing, and financing, and helps shape the growth of WBP. Wendling holds a Bachelor’s Degree in History and a Markets and Management Certificate from Duke University, where he attended on a baseball scholarship. He is certified by the U.S. Green Building Council (USGBC) as a Leadership in Energy and Environmental Design Accredited Professional (LEED AP).

Josh Oberman, Partner, Windels Marx
Josh Oberman has been practicing law for more than two decades, providing holistic legal advice to contractors, developers, and high net-worth homeowners throughout the New York metropolitan area and Long Island’s East End. He focuses on achieving practical solutions, working with clients’ CPAs and Insurance/Surety professionals to address needs from all angles. A seasoned deal maker and tenacious litigator, Oberman routinely litigates cases through trial when necessary. He has deep experience in private and public construction and negotiating and litigating Access Agreements under New York Real Property Law 881, and has guided clients through disputes, litigation with sureties, union negotiations, conflicts, and insolvency.
